5-Year Comprehensive Public Transit-Human Services Transportation Plan
HTG was selected to develop the 5-Year Comprehensive Public Transit-Human Services Transportation Plan for the Southwest Area Regional Transit District (SWART) as a regional planning document required by the Texas Department of Transportation. The plan was created for the Texas Middle Rio Grande Region 24 for the period of 2022 through 2026. SWART was the lead transit agency for regional transit planning in Region 24 and the study area consisted of nine counties: Dimmit, Edwards, Kinney, La Salle, Maverick, Real, Uvalde, Val Verde and Zavala. The focus of the plan was to ensure there is a network of transportation services in Region 24 that will effectively and efficiently get people where they need to go. The plan created an all-inclusive strategy to improve the expertise and cooperation of transportation providers in Region-24 and identified barriers that cause gaps in access to services in the rural areas. The 5-year plan was developed within budget, adopted by stakeholders and was disseminated throughout the region.
HTG was awarded the five-year contract from West Texas Opportunities, Inc. for professional transit consulting services in November 2021. The professional services provided by HTG are primarily in the areas of project management, asset condition assessments and federally funded procurements/contract oversight. HTG is also responsible for performing the following tasks:

•providing asset improvement recommendations

•preparing project cost estimates and scopes of work

•engaging stakeholder teams

•preparing bids, guidance during the bidding process, reviewing questions received from potential vendors and/or contractors during the bidding process

•preparing staff reports

•administering construction contracts, managing third-party architectural and engineering contracts entered into by West Texas Opportunities, Inc. and meeting with design professionals
-
•equipping, furnishing, and commissioning services
-
•All aspects of project initiation, project execution, project documentation and maintaining budgets, quality, and schedule
Currently, HTG has completed asset condition assessments of the facilities and vehicles. HTG has implemented the sanitization process for all facilities and vehicles which included obtaining all necessary equipment through the federal procurement processes, training of employees, cleaning and sanitization plan and was completed within budget. HTG is also in the process of securing back-up generator power for two of WTO’s facilities to ensure power outages will not disrupt transit operations such as trip scheduling and dispatching.
HTG is the only firm to work directly with TxDOT as a prime contractor on multiple projects. Our team developed the current specifications for transit vehicles listed on the Texas SmartBuy program, and we were also tasked with developing the overall Resilience program for the Public Transportation Division of TxDOT. HTG has a vendor performance rating of “Grade A” published on 6/2/2022.
Capital Project Development and Management
HTG has assisted Panhandle Community Services (PCS) with obtaining over $12 million dollars to design and build a new maintenance and operations facility. We have been engaged with this project from the very beginning in 2019 to the current stage of design. Our team is leading the project through the design phase and have secured the required funding to start construction in the fall of 2022. Our goal is to have PCS fully operational in their new facility by the end of 2023. Services provided by HTG for this project included project coordination and oversight of the feasibility study, completing the environmental categorical exclusion , assisting in obtaining grant funding and project oversight through the design phase.
