West Texas Opportunities, Inc. (WTO) is a private, non-profit, 501(c)3, Community Action Agency with the mission to ease the limitations of poverty by investing in families to improve their quality of life. The organization provides public transportation, medical transportation, comprehensive social service programs, Head Start programs and other Federal, State and local programs.
WTO’s rural transportation service area includes 22 counties located in the South Plains, Permian Basin and Big Bend regions of Texas. HTG has provided professional transit consulting services to WTO since November 2021. The services are primarily in the areas of project management, asset condition assessments and federal and state funded procurements/contract oversight. HTG is also responsible for performing the following tasks:
- Providing asset improvement recommendations
- Preparing project cost estimates and scopes of work
- Engaging stakeholder teams
- Preparing bids, guidance during the bidding process, reviewing questions received from potential vendors and/or contractors during the bidding process
- Preparing staff reports
- Administering construction contracts, managing third-party architectural and engineering contracts entered into by West Texas Opportunities, Inc. and meeting with design professionals
- Equipping, furnishing, and commissioning services
- All aspects of project initiation, project execution, project documentation and maintaining budgets, quality, and schedule
