Our leadership team brings extensive transit experience and a wealth of knowledge, providing strategic guidance and trusted expertise to help our clients succeed.

  • John is the founder and President of HTG, bringing more than 30 years of experience in the transit industry across executive, strategic, and operational leadership roles. His career has been defined by driving innovation, efficiency, and sustainable growth within public transportation systems of all sizes. John’s expertise spans strategic planning, legislative and policy support, financial oversight, and the full spectrum of transit system operations.

    As President, John provides overarching strategic direction and corporate oversight for all HTG clients, ensuring alignment with each organization’s mission and long-term goals. He remains actively engaged as an advisor on every client account, offering guidance that combines industry insight with hands-on operational understanding. John’s leadership continues to shape HTG’s reputation for delivering measurable results, fostering strong partnerships, and advancing the future of transit management.

  • Raymond has more than 25 years of executive leadership experience coupled with an extensive track record working with multiple stakeholder groups, MPOs, cities, federal, and state agencies across complex landscapes. Having served in the capacity of CEO, General Manager, COO, CAO, Board Member, and Executive Advisor, Raymond provides the level of expertise and skills required to deliver effective results and sustainable service delivery.

    With over a decade of experience at the operational helm of microtransit and TNC overflow services, Raymond brings a deep understanding of dynamic mobility solutions and has consistently delivered results in complex, fast-moving environments—making him an ideal leader who focuses on operational excellence, rider satisfaction, and service sustainability.

  • Nicole has more than 24 years of experience developing and implementing strategic plans, campaigns and programs. Since 2008, she has focused on local government and public transportation in communities across the globe. With expertise in microtransit, community engagement, marketing and communications, Nicole brings a diverse set of skills to the HTG leadership team.

    Nicole has led the deployment and management of more than 50 on-demand programs across the United States, working closely with agencies, cities and communities to design services that meet local needs and operational goals. With deep, hands-on experience in launching and refining flexible mobility solutions, she brings a practical understanding of what it takes to build, scale, and sustain successful on-demand transportation services.

  • Joseph brings more than a decade of comprehensive transit experience to his role, with deep expertise in both operations and administration. Throughout his career, he has demonstrated strong leadership and a results-driven approach, consistently advancing operational performance and implementing meaningful improvements across transportation systems. His background includes extensive work in project planning and oversight, organizational development, staff training, and adherence to industry standards. Joseph is particularly skilled in applying transit best practices and leveraging key performance indicators to elevate service quality and efficiency.

    Joseph manages a wide range of projects and is known for his commitment to delivering outcomes, even in the most challenging environments. Joseph has collaborated closely with numerous urban and rural transit agencies to establish agreements, strengthen coordination, and enhance service delivery. He has also built and sustained productive relationships with cities, counties, and municipalities, contributing to successful long-term partnerships and impactful transportation solutions.

  • Scott brings more than 15 years of comprehensive public transit experience, with deep expertise in operations, grant administration, budgeting, accounting, safety, federal and state reporting, and project management. His background spans both fixed-route and paratransit services, along with oversight of complex regulatory and financial requirements.

    He has managed major capital efforts, including the construction of transit facilities, and actively contributes to the advancement of public transportation through industry service. Scott serves on the Texas Transit Association Board of Directors, participates in the East Texas Regional Transportation Coordination Steering Committee (EasTexConnects), and was selected to support TxDOT’s development of the first Texas Statewide Multimodal Transit Plan. His broad knowledge base and practical experience allow him to provide meaningful guidance across a wide range of transit initiatives.

Vertical Leads

Our vertical leads offer deep, specialized expertise in targeted areas, leading core functions and delivering focused solutions tailored to our clients’ unique needs.

  • Marisa is a Certified Public Accountant with extensive public-sector finance experience, including serving in senior leadership roles such as Chief Financial Officer. She began her career in audit at a Big Four accounting firm and has since held key financial positions within transit agencies and municipalities, bringing deep expertise in financial management, regulatory compliance, and strategic fiscal oversight. Marisa has coordinated numerous external financial audits and has prepared Annual Comprehensive Financial Reports (ACFRs) that consistently earned the GFOA Certificate of Achievement for Excellence in Financial Reporting. She also has significant experience developing interim financial reporting for boards of directors and managing core administrative functions such as payroll, benefits administration, and annual liability insurance rate renewals.

    Marisa’s background includes extensive work with FTA and TxDOT grant programs, as well as leading financial reporting submissions for the National Transit Database. As a designated Investment Officer in previous roles, she has collaborated with external investment advisors to maximize portfolio performance while ensuring full compliance with internal policies and the Public Funds Investment Act (PFIA). Her commitment to financial integrity, transparency, and operational excellence has supported strong fiscal stewardship across every organization she has served.

  • Whitney has more than 17 years working in the public sector, with 12 of those focused on public transportation.  Since 2019, Whitney has been administering grants for public transportation entities that receive Section 5307, Section 5310, Section 5311, Section 5337 and Section 5339 funding from Federal Transit Administration (FTA) and Texas Department of Transportation (TxDOT).

    Whitney has experience managing and tracking full award lifecycle tasks such as preparing funding applications, reviewing expenditures for eligibility and submitting for reimbursement, producing progress and financial reports for funding agencies, and supplying reports and documents for annual audits and Single Audits.  She has extensive working knowledge of TrAMS and has served as the agency liaison for FTA Triennial Reviews and TxDOT PTN reviews.  Her expertise in navigating statutory and regulatory requirements, combined with strong organizational skills and strategic thinking, ensures compliance and efficiency in grants management. Whitney delivers clarity and vision to every aspect of the funding process.

  • AthenaCole Forrester is a seasoned transportation and public sector professional serving as a Project Manager at Hendrickson Transportation Group LLC, where she applies nearly three decades of experience in compliance, procurement, civil rights, and grant management to support transit innovation and operations. In her role, Athena leads complex project deliverables and helps ensure successful implementation of strategic initiatives that enhance transit delivery and stakeholder outcomes. Prior to joining HTG, she held leadership roles in regulatory compliance and procurement at major regional transit agencies and transportation authorities, including the Denton County Transportation Authority and the North Texas Tollway Authority, demonstrating a proven track record in public sector operations and contract administration.

    Throughout her career, Athena has built strong expertise in navigating multifaceted transportation environments, driving cross-functional collaboration, and managing programs that support organizational goals while meeting regulatory and community expectations. Her extensive experience across governmental and transit organizations equips her with a deep understanding of operational challenges and opportunities in the public transportation landscape, enabling her to contribute meaningfully to HTG’s mission of helping transit agencies innovate and succeed.
