GENERAL SUMMARY

The Office Manager oversees day-to-day administrative, payroll, and human resources support functions for the Hendrickson Transportation Group office assigned to the CCRTA Paratransit Services and Small Bus Operations contract. This position ensures the timely and accurate processing of payroll and personnel records, maintains office administrative systems, and supports the General Manager and key management team with reporting and compliance documentation. This is a management-level administrative position and is not covered by the Teamsters Local 657 collective bargaining agreement.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Oversee day-to-day office administration for the onsite CCRTA contractor office, including scheduling, correspondence, filing systems, and office supplies and equipment.

  • Supervise administrative and clerical support staff, including the Maintenance Clerk and other office personnel, as assigned.

  • Oversee the timely and accurate preparation of payroll and timesheet processing for all employees, ensuring compliance with the applicable collective bargaining agreement and state and federal wage-and-hour requirements.

  • Complete payroll data processing, including hours worked, tax withholdings, insurance, and union dues, and compile information for payroll audits.

  • Maintain employee personnel files and records, including new-hire paperwork, benefits enrollment, leave records (including FMLA), and required compliance documentation (e.g., DBIDS, licensing, and training records).

  • Record changes affecting net wages, such as exemptions and insurance coverage, and maintain accurate master payroll records.

  • Monitor employee vacation, floating, and sick day balances, and maintain related leave-without-pay and non-taxable wage records.

  • Assist the General Manager with recruitment coordination, onboarding, and basic human resources administrative functions.

  • Maintain confidential employee information in compliance with HIPAA and company policy.

  • Prepare administrative and payroll reports for the General Manager and CCRTA as requested.

  • Coordinate with corporate Human Resources, Payroll, and Benefits departments as needed.

  • Assist in compiling documentation for audits, grievances, and compliance reviews.

  • Perform other duties as assigned by the General Manager.

MINIMUM QUALIFICATIONS

  • Education: High school diploma or G.E.D. required; Associate's or Bachelor's degree in Business Administration, Human Resources, or a related field preferred.

  • Experience: Minimum of three (3) years of office administration, payroll, or human resources experience, including supervisory experience preferred.

  • Proficiency with Microsoft Office (Excel, Word) and payroll/HRIS systems.

  • Knowledge of federal and state wage-and-hour requirements; familiarity with collective bargaining agreement administration preferred.

  • Strong organizational, time-management, prioritizing, and confidentiality skills.

  • Ability to effectively communicate, both verbally and in writing, in English; bilingual English/Spanish desirable.

  • License/Certification: Valid Texas Driver's License.

PHYSICAL REQUIREMENTS

Work is performed inside an office setting, with occasional exposure to fumes, dust, or noise when moving through the operations/maintenance facility. The employee is regularly required to sit and walk, listen, and lift/move up to 25 pounds. Requires close and distance vision, peripheral vision, and the ability to adjust focus, along with the ability to bend, stoop, and reach to file or retrieve materials.

PRE-EMPLOYMENT REQUIREMENTS

This is a full-time management-level administrative position. All job offers and continued employment are contingent upon successfully completing the following pre-employment activities:

  • Criminal history background check, including state and out-of-state criminal history review and National Sex Offender Public Website (NSOPW) search.

  • Pre-employment drug screen, consistent with Hendrickson Transportation Group's drug-free workplace policy.

  • Verification of a valid Texas driver's license.

  • Verification of employment history, education, and professional references relevant to fitness for the position.
