Southwest Area Regional Transit District

 

HTG was selected to develop the 5-Year Comprehensive Public Transit-Human Services Transportation Plan for the Southwest Area Regional Transit District (SWART) as a regional planning document required by the Texas Department of Transportation. The plan was created for the Texas Middle Rio Grande Region 24 for the period of 2022 through 2026. SWART was the lead transit agency for regional transit planning in Region 24 and the study area consisted of nine counties: Dimmit, Edwards, Kinney, La Salle, Maverick, Real, Uvalde, Val Verde and Zavala. 

The focus of the plan was to ensure there is a network of transportation services in Region 24 that will effectively and efficiently get people where they need to go. The plan created an all-inclusive strategy to improve the expertise and cooperation of transportation providers in Region-24 and identified barriers that cause gaps in access to services in the rural areas. The 5-year plan was developed within budget, adopted by stakeholders and was disseminated throughout the region.
