GENERAL SUMMARY
The Safety and Training Manager is the most senior Safety and Training position on the Hendrickson Transportation Group management team assigned to the CCRTA Paratransit Services and Small Bus Operations contract. This position develops, implements, and maintains the formal Driver and Staff Training Program and the overall system safety and drug/alcohol compliance program for all Drivers, Dispatchers, Street Supervisors, and Vehicle Maintenance personnel assigned to the CCRTA contract. This is a management position and is not covered by the Teamsters Local 657 collective bargaining agreement.
ESSENTIAL DUTIES & RESPONSIBILITIES
Develop, implement, and maintain a formal training and retraining program for all Drivers and operations staff, including Street Supervisors, Dispatchers, and Vehicle Maintenance personnel, consistent with CCRTA RFP requirements.
Ensure new Drivers of non-CDL vehicles complete a minimum of 40 hours of classroom training, 40 hours of behind-the-wheel and customer service training, and 40 hours of one-on-one revenue-service training; ensure new Drivers of CDL vehicles complete an additional 40 hours of behind-the-wheel training and 40 hours of one-on-one revenue-service training.
Ensure incumbent employee training is completed prior to the first day of service under the contract, and that all training and retraining activities are fully documented and available to the CCRTA Project Manager upon request.
Conduct or coordinate monthly safety meetings for Drivers, mechanics, and front-line supervisory personnel.
Provide formal refresher/retraining following all preventable accidents, applying documented criteria for evaluating the effectiveness of retraining efforts.
Coordinate annual Defensive Driving and Vehicle Operator Training (e.g., National Safety Council course or CCRTA-approved equivalent) and vehicle familiarization training prior to operating any newly assigned vehicle.
Ensure Drivers receive a minimum of eight (8) hours of annual customer service refresher training incorporating APTA best practices, diversity awareness, and conflict de-escalation.
Provide training on proper securement of passengers using wheelchairs and other mobility devices, the effects of fatigue on vehicle operation, and personal safety, including theft/robbery prevention, workplace violence awareness and response, and assault prevention.
Administer the FTA/DOT drug and alcohol testing program in accordance with 49 CFR Parts 40 and 655, including Reasonable Suspicion, post-accident, random, and return-to-duty testing; prepare required monthly and annual FTA drug and alcohol reports.
Oversee the Safety Point Program, and lead or coordinate accident/incident investigation and preventability determinations, in coordination with the Operations and Maintenance Managers.
Develop and maintain the Transit System Safety Plan and support compliance with the FTA Public Transportation Agency Safety Plan (PTASP) requirements and safety committee participation.
Monitor compliance with OSHA, environmental, and other applicable safety regulations; conduct facility and vehicle safety inspections.
Participate in CCRTA-led "train the trainer" sessions for CCRTA-developed training content and ensure a sufficient number of Hendrickson Transportation Group instructors are properly trained to deliver such content.
Serve as liaison to CCRTA on safety, training, and regulatory compliance matters; support the training program's availability for CCRTA review, observation, and audit at any time.
Be available to respond to safety-related emergencies, including evenings, weekends, and holidays, as needed.
Perform other duties as assigned by the General Manager.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university preferred.
Experience: Minimum of five (5) years of experience in transit safety, training, or a related field.
Certification: OSHA certification, Accident Investigation course, and Drug and Alcohol Reasonable Suspicion Training required (may be attained within nine (9) months of date of hire, if not already held).
Working knowledge of FTA, DOT, ADA, and OSHA regulations applicable to transit safety and training programs.
Strong training development, presentation, and technical writing skills; ability to prepare safety documentation, manuals, and reports.
Ability to maintain harmonious working relationships with CCRTA staff, employees, and the general public, and to remain calm in emergency situations.
License/Certification: Valid Texas Driver's License (CDL Class B preferred).
PHYSICAL REQUIREMENTS
Work is performed inside and outside the building facility, with frequent exposure to fumes, gases, dust, grease, smoke, oils, noise, and temperature/humidity extremes. Requires the ability to sit and walk, listen, lift 50 pounds, and move up to 80 pounds; visual acuity (corrected) of 20/25 single eye and 20/20 both eyes, a 70-degree field of vision, and red/yellow/green color vision; and the ability to be mobile, bend, stoop, stand, and climb ladders/stairs. Work hours may involve early mornings, late nights, weekends, and holidays, with on-call availability 24 hours during emergencies.
PRE-EMPLOYMENT REQUIREMENTS
This is a full-time, non-bargaining-unit management position. All job offers and continued employment are contingent upon successfully completing the following pre-employment activities:
Criminal history background check, including state and out-of-state criminal history review and National Sex Offender Public Website (NSOPW) search.
Motor Vehicle Record (MVR) check confirming an acceptable driving record: no more than two (2) moving violations or accidents in the preceding three (3) years, no more than one (1) DWI/DUI conviction in a lifetime, and no DWI/DUI conviction in the preceding five (5) years.
DOT medical (physical) examination and pre-employment drug and alcohol screen administered in accordance with FTA/DOT regulations (49 CFR Parts 40 and 655), followed by random, reasonable-suspicion, and post-accident testing throughout employment, as this position performs or oversees safety-sensitive functions.
Completion of the Defense Biometric Identification System (DBIDS) clearance process issued by Naval Air Station Corpus Christi, required for access to restricted facilities or service areas.
Verification of a valid Texas driver's license.
Verification of employment history, education, and professional references relevant to fitness for the position.
