GENERAL SUMMARY

The General Manager provides overall leadership and direction for all Paratransit Services and Small Bus Operations delivered by Hendrickson Transportation Group under contract to the Corpus Christi Regional Transportation Authority (CCRTA). The General Manager serves as Hendrickson Transportation Group's authorized representative for administration of the CCRTA contract and is accountable to CCRTA for the safe, reliable, and efficient delivery of all contracted services. This position establishes annual goals and objectives, short- and long-range plans, and procedures to ensure the policy direction of CCRTA is carried out in an expeditious, compliant, and cost-effective manner. This is a designated Key Management Personnel position and is not covered by the Teamsters Local 657 collective bargaining agreement.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Serve as the authorized representative for the overall supervision and management of all work performed under the CCRTA contract, and as principal point of contact for the CCRTA Chief Executive Officer (CEO) or designee.

  • Direct the daily activities of all operational personnel — including Drivers, Dispatchers, Reservationists, Vehicle Maintenance staff, and other assigned personnel — through the Operations Manager, Maintenance Manager, Safety and Training Manager, and Office Manager.

  • Develop and implement transit program goals, objectives, policies, and procedures consistent with the CCRTA contract, FTA regulations, and Hendrickson Transportation Group standards.

  • Prepare and present administrative, operational, and financial reports, budgets, and forecasts to CCRTA covering operations, capital improvements, staffing, equipment, and supplies.

  • Maintain an effective, efficient transit system, maximizing available funding and striving to meet or exceed CCRTA's established performance standards.

  • Provide leadership, supervision, training, and work evaluation for key management personnel and assist in the selection and development of staff; recommend resolution of employee disputes, grievances, and disciplinary matters, including those involving the Teamsters Local 657 bargaining unit.

  • Ensure a qualified alternate is designated during any period of absence and notify CCRTA in advance of any such substitution; ensure continuity of management in the event of a vacancy in any key management position.

  • Be available, in person or by telephone, during all revenue service hours, and maintain 24-hour on-call availability (personally or through a CCRTA-approved alternate) to respond to after-hours emergencies, including collisions and other incidents.

  • Represent Hendrickson Transportation Group and the CCRTA system with other governmental agencies, regulatory bodies, contractors, consultants, civic groups, and the public.

  • Travel with the CCRTA CEO or designee at least twice per year to professional conferences, such as those hosted by APTA, the South West Transit Association (SWTA), or the Texas Transit Association (TTA).

  • Draft or oversee specifications, Requests for Proposals (RFP), Requests for Qualifications (RFQ), and related procurement documents for transit equipment, materials, and services, consistent with applicable local, state, and federal grant regulations.

  • Oversee the maintenance of vehicles, equipment, facilities, and other transit-related assets, and account for all transit-related property assigned to the contract.

  • Ensure staff work safely, follow safety requirements, and comply with applicable regulations and legal requirements; assure timely response to quality assurance inspections and findings.

  • Model appropriate professional management conduct; maintain confidentiality of sensitive information; comply with and support company policies and procedures, applicable labor laws, and the collective bargaining agreement as it applies to bargaining-unit employees under his/her supervision.

  • Attend assigned meetings and training; interact with CCRTA staff, outside agencies, and commissions.

  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • Education: Bachelor's degree in Business Administration, Management, Transportation, or a related field is required; additional relevant experience may be substituted for the degree on a one-to-one year basis.

  • Experience: Minimum of four (4) years of supervisory experience and at least six (6) years of experience in public transportation, including managing a fixed-route or paratransit bus operation of similar size and scope.

  • Thorough knowledge of transit system regulations and operations, FTA grant management (including Section 5307/5310 funding requirements), and ADA complementary paratransit requirements.

  • Ability to manage cost control, financial budgeting, and contract administration.

  • Strong written and oral communication and presentation skills, including the ability to present to CCRTA's Board of Directors and other stakeholders.

  • Working knowledge and proficiency with Microsoft Office and transportation-related technology.

  • Valid driver's license.

PHYSICAL REQUIREMENTS

Requires the ability to sit for extended periods (up to 6–8 hours per day) and to frequently walk for long distances; to push and pull objects up to 50 pounds occasionally and to lift materials weighing up to 50 pounds with or without assistance; to occasionally bend, kneel, or crouch to access files or equipment stored at ground level; and to tolerate exposure to heavy traffic areas, dust, vehicle fumes, and noise while working in and around the maintenance and operations facility.

PRE-EMPLOYMENT REQUIREMENTS

This is a full-time, non-bargaining-unit management position. All job offers and continued employment are contingent upon successfully completing the following pre-employment activities:

  • Criminal history background check, including state and out-of-state criminal history review and National Sex Offender Public Website (NSOPW) search.

  • Motor Vehicle Record (MVR) check confirming an acceptable driving record: no more than two (2) moving violations or accidents in the preceding three (3) years, no more than one (1) DWI/DUI conviction in a lifetime, and no DWI/DUI conviction in the preceding five (5) years.

  • DOT medical (physical) examination and pre-employment drug and alcohol screen administered in accordance with FTA/DOT regulations (49 CFR Parts 40 and 655), followed by random, reasonable-suspicion, and post-accident testing throughout employment, as this position performs or oversees safety-sensitive functions.

  • Completion of the Defense Biometric Identification System (DBIDS) clearance process issued by Naval Air Station Corpus Christi, required for access to restricted facilities or service areas.

  • Verification of a valid Texas driver's license.

  • Verification of employment history, education, and professional references relevant to fitness for the position.
